The Carbon Border Adjustment Mechanism is an EU regulation that requires importers of carbon-intensive goods (steel, aluminium, cement, fertilizers, electricity, hydrogen) to purchase CBAM certificates matching the embedded emissions of their imports. It prevents carbon leakage by equalizing carbon costs between EU and non-EU producers.

When is the first CBAM declaration due?

The first annual CBAM declaration is due 31 May 2027, covering 2026 imports. Certificate purchases begin February 2027.

Which goods does CBAM cover?

CBAM applies to imports of steel, aluminium, cement, fertilizers, electricity, and hydrogen. CN codes are specified in Annex I of the CBAM Regulation.

Who must register as an Authorised CBAM Declarant?

Any EU importer with annual imports exceeding 50 tonnes of CBAM goods must register as an Authorised CBAM Declarant in the EU CBAM Registry.
